Yup, they are refugees, and the reason why this is fuscked up and why I have to deliberate on this. Javan also can't allow for this to keep going and grow out of proportion, even if it is out of necessity.
But I also don't want a bloodbath, so I need another option. I was considering going non-lethal and bringing their asses to the authorities, but then since they are refugees, they have no citizen rights, so they might just be 'dealt with' by the authorities anyways.

Sounds to me like you already know what you want to do, Essoje. As you said, you can't allow this to grow unchecked. Confront them. See what they say. Offer them a job if you must but if they don't show remorse or take you seriously I don't see that you have a choice other than citizen's arrest (nonlethal as much as you safely can).

That's a good point... I'll just have to 'trust the system' to do their job as I can't possibly be expected to save everyone, so I'll just do what I can...

You should bring someone with you, Zeiss. Someone to mill about outside while you break into your blood brother's house and rummage through his belongings. You come up with two phrases, one for an "all clear" and another for "get me outta here". I'm thinking:

I do want to scan that Rapier, and i do want to get my people trained.
I had proposed we ask Lightmane to lend the services of one of her Scanners some time ago, but i stopped pressing the issue once i had this new responsibility with the Relief Party. Slipped my mind, sorry.
As for training my crew, my character himself has no experience in this field, and an organization like this is normally too complex to take a shotgun approach to training, so i figure the best i can do for now is place key personnel from among the crew Arch highlighted for me, and see if i can can find specialized training for each of them. It's gonna take me a bit to get that one in order, since i'm gonna have to look at what i need, then at what i have, and figure out the best match (probably gonna look for actual organizational structures for this kind of thing online or something, i've never been a manager of anything).
I can set up an action for the Rapier right now, though (gladly, as that's the most concrete course of action i can take right now). Only question is, how do we go about it. Do we go up to Lightmane again and talk about it (it would have been in your report to her anyway, right)? Or do we look for a Scanner ourselves? Her resources should be a lot better than ours.

Hey, you're a member of the Exchange. Just take one of the armbands I had our human crafters make to identify yourself as such and go to Ursolan's office to discuss the issue with him. He only accepts meetings with his bosses or the Exchange right now. If that doesn't work, you can write in the same action that you'll seek a yellow mage yourself.
As for training your crew, I wasn't speaking only about specialized training. I was also thinking about teaching them the customs of this continent, the big organizations to watch out for, etc. Higaide is more than capable to do that and I suspect the humans would be more inclined to listen to him.
You could also find someone qualified to be your second and who would take care of the paperwork. An ex-member of the Order for example.

Yeah, i guess that's something i should've done from the get-go, instead of taking this random bunch of people off to Janwall to sift through rubble.
As for Ursolan, i got no problem going over there and sorting it out with him. I'm assuming he's in on everything that happened back at Sho, as the first post on the 8th seems to indicate. I'm half-asking, though, since your report to Lightmane did go in a sealed(?) letter.

It was in a sealed letter but he seems to know the Ambassador was killed. No need to explain everything though. I think "We need to find the person who used this rapier to kill an Aluvian ambassador" would be enough.

Whoa, hold on there. Perhaps it would be best to refrain from telling them who the weapon previously belonged to. Telling them upfront would only give them a name and a face to lock up and judge before scanning the weapon. Whatever the probability of their intent to execute Zeiss with or without scanning the weapon, it is still a possibility. At the very least, Zeiss' name being placed on their suspect list will inconvenience him medially, between drawing harassment by law enforcement, to warrants for search and/or arrest.
As soon as they hear the name, they will immediately consider the possibility that the murder weapon is merely a red herring. I say let them figure it out their own.

Bah! It's been days since I gave that report and I'm not in prison. The worse thing I did was "selling out" Lady Lightmane to the Sho interrogator and she didn't do anything about that (as far as I know anyway...). I explained to her that I had no other choice and I'm guessing she's smart enough to understand that. There's nothing for me to profit by murdering the ambassador either.
And if they scan the weapon, they'll know I didn't kill him. We're okay on that front. I'm more worried about other things, like Sareth disappearing on us.

Okay. The idea was to have them practicing to hone their clumsy attacks to be more precise. Training dummies nullify the certainty of injury by substituting the live targets, but in case we couldn't have them all training with dummies, the fencing move was supposed to be practiced in absence of a dummy. To practice precision, not to teach them the move itself. Clearly what I thought didn't translate or was just needlessly complicated. So we'll just get rid of all of it and leave something simple about "precision".
