I think you do get it, Javan. You guys just made me ruin it. NOBODY UNDERSTANDS ME--

A simple ruleset would tie in with the movie-over-a-week setup, so out of what I've been introduced to, I'd go with FATE. After that, you'd need to pad it out with various dilemmas, such as civilians being enticed with reward(such as money, or lifting the lockdown in the case of the Dredd universe) to fight the PCs, unrelated crimes in progress that are more likely to occur when motivated criminal minds are out of reach of the arm of organized law enforcement, and of course the various means criminals would resort to when trying to KO the party.

In a dungeon, we can replace the criminals with monsters, but increased likelihood of violent crime could still be probable. We could replace the tower with a economically robust city that has an emergency magic shield because magic-babble, and it got deployed because it was the only way to stop monsters from flowing in, and the campaign begins with the city under martial law and everyone doing their part to exterminate the monsters while brain people(let's say 'court advisors' for a capital city) try to figure out what the problem is and find a permanent solution. The party just happens to be really good at the monster-killing, and a PC sergeant is tasked with following the group as assurance to law enforcement that the party has direction and integrity(especially law-abiding integrity) they may or may not lack without. And then the PC party does its thing and saves the day, and(possibly) the region if they decide to help find a solution to the source of the problem.

I kinda was laughing my ass off about halfway through Judge Dredd movie man. It was so serious that it came around and became super silly. Too much of anything is bad, you need to balance your act.

And let me be frank, Arcade capturing ANYONE for his games is not something funny for anyone but Arcade.

Yeah, it really takes someone special to stand out in a world with assassins like Deadpool, Elektra, and Bullseye. I've never seen anyone do it with such style.

Also Arch, a 33% chance of people choosing 1 out of 3 options(you know the one) doesn't mean the other two are split just as evenly. A split like that can still be 33%, 12%, and 55%.
