It takes several minutes of digging as the winds keep pouring more sand upon them, but after doing so you confirm that seven of Harkun's guards are buried here with him, their throats slit in a similar manner.
Having unearthed them sufficiently, you notice something that strikes you as odd. All of them still have all of their equipment and inventory upon them, they were not stripped for valuables nor gold. Merely killed, then buried here.

By about this point the rest of the group has caught up. Everyone can smell the freshly rotting corpses, and see what there is to be seen.

"...These people must have been assassinated." Mumbles Raver. "Someone ordered them killed." He turns towards the group. "The Mayor? ...The Constable? Perhaps?" The wolf attempts to regain his head and breathe harder from the shock. He rests his face on his hand.

As the cart approached Tabran and Raver, the horses grew ever more uneasy and they were getting more difficult to control. Then Gwydo caught the smell.

"Corpses" he said to the group in the back of the cart.

First gripped by the shock, then the disappointment, Rory kicks at the head of a nearby dug-up corpse. "Gnawbone will be disappointed," he muttered.

Sethos jumps off of his horse, sinking into the sand a little with a thud. His hood is up in an attempt to shield his face from the wind, he walks over to Harkun's uncovered head and looks at him with a glum look on his face.
"I guess that saves us a job" He comments quietly before walking over to the other uncovered mounds. He takes out his pipe and attempts to light it again before giving up the fight against the wind.

Raver shook his head. Why would anyone do this? They didn't want Harkun to talk for his crime? It would make the city's officials look bad? That could make sense. And the only lead seem to be these three.

"The Mayor... The Constable... And the Guild."

After several minutes of careful searching you determine what Raver and Tabran had already concluded; the bodies were slain, and all possessions and gold upon them ignored. They have nothing upon them incriminating, other than the lack of standard field gear; no bedroll, rations, flint and tinder, nothing.

The wolf turns to look at the path these corpses were brought from. He scanned the area and attempt to investigate where exactly these people were killed. He turns to Tabran.

"Leave the sack here, Fox. I doubt there's anymore use for it."

You believe they've been dead for between 1 to 2 hours.

Raver:
You Intuit that leaving the bag behind might be a bad idea long term, unless you of course don't care to figure out anything about it in which case it's fine. But you have no idea as to whether or not they were killed here or elsewhere.
